CCL and Beijing Chaoyang District People's Procuratorate hold Symposium on Joint Development of Foreign-Related Legal Talent

The College held a symposium with the Beijing Chaoyang District People’s Procuratorate to advance cooperation on the training of foreign-related legal professionals and further the development of CUPL’s Base for the Rule of Law in Foreign-Related Affairs on Haidian Campus on the morning of 6 June.



Participants included Zhang Li, Assistant Director of the Political Department, Head of the Publicity and Education Section & Director of the Foreign-Related Prosecution Office of the Procuratorate, Yang Yang, Deputy Director of the Ninth Supervisory Department of the Procuratorate, and Han Xi, Officer of the Political Department. Chair of the College Council Gu Yongqiang, Vice Chair Tian Zhaojun, Director of the College Office Liu Ming and Student Tutor Yang Mingquan attended the meeting. The meeting was chaired by Tian Zhaojun.



On behalf of the college, Tian extended a warm welcome to Zhang Li and the delegation. He highlighted the unique academic strengths and training features of the College, expressing hope that cooperation with the procuratorate would further enhance talent development and administrative services.



Gu emphasised that the collaboration between the College of Comparative Law and the Beijing Chaoyang District People’s Procuratorate is a concrete step in implementing the spirit of General Secretary Xi Jinping’s important speech during his visit to CUPL. He said, it represents a significant move toward breaking down barriers between academic and practical legal resources and promoting deeper integration between legal education and professional practice. Gu said, as CUPL’s specialised institution for cultivating foreign-related legal professionals, the College plays a vital role in both theoretical innovation and addressing practical challenges in foreign-related legal affairs. According to Gu, its work contributes to the development of departmental jurisprudence, expands China’s international legal influence, and supports the global dissemination of Xi Jinping Thought on the Rule of Law. Gu expressed the hope that both sides would build on their respective strengths to foster cooperation and achieve new breakthroughs in foreign-related legal training and prosecutorial practice.



Zhang noted that located in Chaoyang District, Beijing’s hub of international activity, the Chaoyang Procuratorate handles the majority of the city’s foreign-related cases. It was the first in the city to establish a dedicated ‘Foreign-Related Prosecution Office’ and to recruit specialised personnel in foreign-related legal affairs. He said, it also serves as a grassroots liaison point for the International Cooperation Bureau of the Supreme People’s Procuratorate and a training and research base for foreign-related legal talent in the capital’s prosecutorial system, standing out in the national foreign-related prosecution landscape. Zhang stressed the urgent need for experts in area and country-specific law to meet the growing demands of legal practice and research. He expressed the desire to leverage the platform of CUPL’s Base for the Rule of Law in Foreign-Related Affairs and engage in deep, mutually beneficial cooperation with the College of Comparative Law in areas such as talent development, theoretical research, and prosecutorial practice.



During the exchange session, both parties engaged in in-depth discussion on topics including the integration of foreign-related prosecution with the international dissemination of Xi Jinping Thought on the Rule of Law, the cultivation of legal professionals for foreign-related affairs, and research in area and country-specific law. They reached preliminary consensus on collaborative talent development, joint theoretical research, and practical cooperation.



Following the meeting, both sides agreed to implement the outcomes of the discussion, actively promote the signing of a formal agreement, and advance the construction of their joint programme. This high-quality collaboration between academia and legal practice is expected to contribute to the advancement of prosecutorial work, the development of China’s education system, and the continued progress of CUPL’s Base for the Rule of Law in Foreign-Related Affairs.
