China–France Roundtable on Real Property Registration System Reform successfully held

The College successfully held the China–France Roundtable on Real Property Registration System Reform on Haidian Campus on the morning of 24 June.


The French delegation included First Vice President of the French Notaries Association Pierre Jean Meyssan, Deputy Director of its European and International Affairs Department Willy Giacchino, Office Secretary Christel Grillet, China Project Representative Angélique Chen, as well as President of the International Union of Notaries Lionel Galliez and its Secretary General Thierry Vachon.


Chinese participants included Chair of the College Council Gu Yongqiang, Director of CUPL's Centre for Legal Education Research and Assessment Prof. Tian Shiyong, Deputy Dean of the School of Civil, Commercial and Economic Law Prof. Dai Mengyong and Deputy Vice Dean of the School of Juridical Science Prof. Liu Zhihui. Associate Professor Li Lin of the College chaired the meeting and served as interpreter.



At the start of the meeting, Gu Yongqiang delivered a welcome speech on behalf of the College. He introduced the College's founding in 2009 and its eight established research institutes. He noted that in March this year, to enhance the quality of foreign-related legal talent training, the College adopted the additional name 'School of Comparative Law' and began enrolling undergraduate law students. He emphasised that the French Notaries Association is a key professional body playing an important role in maintaining the healthy functioning of France's legal system and has a long history of close exchange with the Chinese legal community. Gu highlighted that a delegation led by the Association's President visited the College last November, and that this roundtable continued that friendly dialogue. He expressed CUPL’s hope to deepen Sino-French legal cooperation programmes in which the Association could actively participate, contributing further to academic exchange between China and France.


Subsequently, Meyssan and Galliez delivered remarks thanking the College and expressing their strong interest in joining these cooperation initiatives.


The meeting was divided into two sessions, with Chinese and French participants presenting reports on their respective countries' real property registration reforms. The French speakers explained that France’s property publicity system is based on the 1955 Ordinance, and that current reforms aim to improve clarity and modernisation, strengthen the notaries' role, optimise electronic registration systems, simplify documentation, and reinforce legal validity and public trust in registration. The Chinese speakers explained that China’s legislative work has progressed through the Provisional Regulations on Real Property Registration, with the draft Real Property Registration Law now under legislative review. They also noted that real property registration in China has achieved highly efficient processing, with most regions adopting digital registration procedures.


During the subsequent discussion, scholars from both sides engaged in in-depth exchanges on topics including electronic registration practices, fee structures and information security.


This roundtable provided a platform for Sino-French exchange, advancing cooperation in legal education and practice. Both sides plan to strengthen mutual learning in both academic and practical domains, contributing diverse solutions to the development of the rule of law in China and France.
